Is there some statistic that gives a ball park figure? And doe's anyone knows why they are even there, time after time i see these cones but no activity.

It's possible you've come upon a breeding colony (They have to come from somewhere!). We have a number of nesting areas here in PA and, apparently by law, no one is permitted to disturb them by working within 2 miles. The sole exception is during rush hour.

The formula for required traffic cone density is given as follows:

F = (n * V^2) / IQ

Where F is the cone density (number required per kilometre), n the number of cars passing per hour, V the intended speed limit (in mph), and IQ the intelligence of the average driver for that area. You'll note a particularly high cone density on the M6 in areas around Cannock, Wolverhampton and Coventry because of the denominator of this equation.
