It's not. A solution of
[tex]
\frac{d^{2}\Phi (\phi)}{d\phi^{2}} = -m_{l}^{2}\Phi(\phi)
[/tex] is [tex]
\Phi = e^{im_{l}\phi}
[/tex].
Just substitute Phi into the ODE.
