Opposing the promotion of breast feeding over using formula (sold by big western companies), the US threatened trade and military aid to Africa and Latin America countries if they did not with draw a resolution.
Russia, seizing the moral high ground, sponsored the resolution and got no apparent blow back from the US.

Breast feeding has many, well known, health benefits (see links in the article).

This seems to be an aggressive move, by the US, in support of corporate interests and away from health concerns!
