No - it's not a Source of Energy. It's only a way of Storing Energy. The energy to drive a water wheel has to come from the Sun driving the water cycle, raising water from sea level to a lake / river / dam. That's the gravitational energy that you can use and it's 'second hand', not a source, exactly.
