Especially in secondary school, the mantra should not be "No Child Left Behind", but "Don't waste the child's time".
Different topics and different teaching methods work differently with different people at different times in their lives. If a situation isn't working for a student, it needs to be changed immediately. If a students is experiencing tedium or disinterest, in they're in the wrong place.

You need to state what you think and give examples of what you believe are problems and what would be realistic solutions. What country are you talking about would be a good a start. If it's the US, rules change as far down as cities, within counties, within states. If you decide to return, you need to do some research and then return with a more thought out, more focused thread that can actually have some meaning.
