Is it possible to travel with high speed beyond a solar system or a galaxy? Or is there something that will prevent something to move at high speed outside a solar system or a galaxy?

FYI, solar sails are estimated to reach 0.1c relative to the solar system. I'm assuming that counts as "fast".

A suitable rocket could achieve what you say but you can do the same thing by using a Slingshot Orbit (see this link) which uses the momentum of the outer planets give spacecraft an extra boost so they do not need to carry so much fuel for a given payload.
