I am using a Vacum filament lamp, i wanted to know will the temperature of the surface of the bulb will be same as room temp at 0V. the bulb is attached to a power supply.

This would be a good assumption, as long as the lamp has been in the room for a while, and the room has been at a contant temperature. Even though the filament is in a vacuum, it is still attached to metal conductors and so will, over time, come to thermal equilibrium with the room.

Many factors will determine how much time it will take to come to thermal equilibrium ("same temperature"), but if it has beena few hours, I would say the assumption is quite valid. (And if it is not, then you have a good subject for discussion of possible error).
