Hi, does anyone know whether weather warfare is just plain conspiritorial theory or covert fact. Genuinely interested in finding out more.

It depends on what you mean. There has been some legitimate research done into weather manipulation (such as cloud seeding), but most of that research failed to do anything useful. Most of what you will read is conspiracy theory, where people cite cloud seeding experiments as evidence that we've tried to manipulate the weather and jump right from that to saying that HAARP (a radio array that has nothing to do with the weather) is a weather modification experiment/weapon.
