Could not post - catch-22 in prefix

Recently, attempting to post in high energy/atomic forum, it was impossible to post because of a bug in choosing prefix: the box opened only top of arrow without any possibility to actually navigate to a prefix, and then the thread did not allow posting unless the prefix was chosen, which was impossible. Any experience with such a bug?

Laptop. Mozilla. Persisted over a couple of tries while on the thread. After I had posted this bug complaint and returned to the high energy and nuclear forum, it turned out to have resolved in that the box did open the choices.
