The energy per phonon is way too low for that.

Typical maximum frequencies for phonons are 10 to 30 THz. Optical frequencies are hundreds of THz (I have heard of optical phonons) but ionizing energies would be ionizing the atoms in a lattice and not propagate vibrations. So no phonons.
