Yes I do have two meters and I'll try them at the same time today.
I do not have different resistances available, but I'll try to use different loads which are available e.g. CFL, or 7W bulb or a small motor and long wires of different sizes.

The fuse is Ok. I'm using same meter for other readings and it shows me the results for current.
I'm curious about the impedance. I think it is the case here. But is that Voltage of any use? Or can we use it in any way?
That 2 terminals shows PD of 1 volt on Meter, but when shorted, there is no current shown on Meter?

I'm trying to play with Toroid as Tesla Coil experiment.
I'm using 14awg wire. It comes little Ok, but not near perfect. I can see the layers not evenly wound. e.g. if first layer is 100 turns then second may have 95 third may have 80 or so and then it gets messed up. But I guess it should matter if it still works as Toroid.

Yes lot of flux is wasted. In fact I might be using only 20-25% of useful flux as the gap is more than 0.8 inch in between coil and magnet. But that was the simplest and fastest way to get the prototype done. I'll have to construct custom rotor/stator assembly to reduce the gap.
