When ideas are being developed what usually comes first? Theory or Experiment?

Theory
A theory is a well-supported and widely accepted explanation for a phenomenon, while an experiment is a controlled procedure designed to test a hypothesis or gather data.
In general, a theory comes before an experiment. Scientists use existing theories to make predictions and design experiments to test those predictions. However, this process can also be cyclical, as new experiments may lead to modifications or even the creation of new theories.
Technically, yes. An experiment can be conducted without a specific theory in mind, but it will not necessarily produce meaningful results. Without a theoretical framework, it may be difficult to interpret the data collected from the experiment.
Scientists develop theories through a combination of observation, experimentation, and analysis. They gather evidence and data from various sources, and use them to form a logical and consistent explanation for a phenomenon.
Both theories and experiments are crucial in the scientific process. Theories provide a framework for understanding and explaining observations, while experiments test the validity of those theories. They work hand in hand to advance our understanding of the natural world.
