Another cloudy night... sigh.

Statistically there should be one month which has the greatest number hours under good observable sky. This is slanted toward winter months because nights are longer then, but anyone know which month falls under this title?

Again, I'm talking about north east skies but if you know for other regions post those also.

Probably January or February - but it isn't because of the longer nights, it is because there is less moisture in the air and therefore it is clearer.
